I posted something similar to this in an inactive thread recently, and that was my fault for not noticing the forum infraction until after I posted; for that I apologize.

I wanted to highlight a problem in the game's economy that I think many threads are looking at from different angles, instead of considering the problem as a more comprehensive, unifying whole (which by fixing one problem, might solve many!)...
The Exchange as I am sure we are all aware has some inherent problems that need to be worked out. Ranging from duty officers, to data sample listings... I understand there is a lot to deal with during the transition phase, what with going F2P and consolidating servers the world over (and to the EU players welcome!) but I would like to take this time to address what I consider to be an issue of great importance... The '400 item' viewable slot limitation in the Exchange.
I believe that allowing the community to view all the items in a category will greatly alleviate any problems currently facing the community, ranging from limitations of selection when buying items, to major conflicts within the in-game economy regarding price fixing (especially with data samples and similar items where one type is abundant and unfilterable)...
To elaborate, allow me to relate an incident which occurred to me today...
I was attempting to sell a full stack of 250 data samples which I had accumulated as overflow from my daily questing earlier today. However, I had to purchase at least 15 full stacks (250 items each) of the same type of data sample (which I didn't need) just to simply start seeing other full stacks for sale.... and compared to the way overpriced single units, the full '250 stacks' were being sold way too cheap. The limitation of only seeing 400 'items' of any given type (whether data samples, duty officers, even bridge consoles, etc) - rather than the entire list of items up for sale in that category - makes it very easy (in fact, encourages) 'spambot' players to deposit 1 item for a higher markup than is reasonable. I for one like buying and selling data samples in bulk, and I get tired of clicking 'Buy' 250 times just to see if i can eliminate single items to start finding larger stacks, and thus better deals. Selling large stacks is even more frustrating... I spent 4 million energy credits (and about 3.5 hours this afternoon) trying to 'buy out' literally hundreds of single item data samples placed on sale in the Exchange, simply so the one stack of 250 units I originally wanted to sell would be visible. At the time of this writing, my bank is full of the aforementioned stacks (which I am unable to sell unless I sell them at an incredible loss), and there is barely a noticeable change in the Exchange, regarding visibility of viable units for sale (for example, I still do not see any items I placed on the Exchange, which I believe were quite reasonably priced). I am beginning to see stacks of 250, but they are barely higher priced than stacks of 1 unit of the same type.
I guess what I am trying to point out is that most of the problems on the Exchange that so many players face would, in my opinion, solve themselves if we were able to expand our current '400 viewable item list' of any given item type to 'every item for sale' of the said category. I believe the economy would begin to 'balance itself out'; prices would begin to normalize, spammers wouldn't have to resort to gouging new players 1 unit at a time, and bulk item sellers would have a chance to help bolster higher end prices.
I understand this is very likely a difficult problem to address since the '400 item limit' has been a staple feature of the STO Exchange since this awesome game's launch. And while I do greatly respect and appreciate everything the Devs do for the game, I truly think that this is a necessary framework issue that should be given a high priority to be addressed and resolved - to help stabilize the game's economy, and in turn, the game's community itself.

P.S.: Since my last post my inventory was full of the aforementioned data sample stacks, so I have since had to delete about half the stacks I bought (probably about 2 million worth)... My bank is still full of them but to be able to loot anything I had to dump stacks which I knew would be otherwise 'unsellable' considering the current state of the Exchange. I am hopeful that the 40 stacks I placed for sale (which are not currently viewable) will eventually be seen, but just to provide a further illumination of the problem I will not be using the Exchange for further purchases until this situation is either relayed to me via a status update or a feasible fix.
Again, I don't blame anyone for the problem, I have seen on the forums it is a tricky issue. But also as I said before, I believe many issues will 'cancel themselves out' if the limit is included to allow for visibility of every item for sale in a certain category in the Exchange, which I do believe deems appropriate research and resolution... To further expand upon this, allowing users more options to sort the bids (e.g, by price) would be another big help in adding functionality to the Exchange, if not simply a short term Band-Aid until a true solution can be found
