Simply put: It would be a real help if BOFF's would use their gear. Why do they not use Hortas and the like? Why can't they use the special abilities of ground sets? Why do they refuse to use the special devices that add damage to the Jem'hadar weapons?
If the Devs could figure out a way to get the BOFF's to fully utilize their equipment it would really help to make them, and the equipment, more worthwhile. They do not have to use it like an expert strategist, you can work on their AI later, just getting them to use it at all would be a nice start.
The confusing part of this is that they use *some* of the gear. Triolic generators and the Shard of Possibilities get used randomly. It's like only some of the devices don't have any scripted use.

i know I gave 3 of my boffs hortas (or horti?) ......nothing. Then why buy all the other 2 kinds then?
Gave one of my officers the triolic thing. First time he uses it, in the middle of the big Borg fight on the Saratoga in the Q mission, it summons a Devidian boss. Not fun! I took it away from right after that fight.
Until recently, if you gave BOFFs hypos or shield boosters, they'd go through them like a junkie on crack. at least now, they won't use them until they're 50% down or something like that.

I think they have become more careful because I all run this inspections for contraband nowadays. My Duty Officers are kept very busy with that. :p
