It's a nerfed Defiant, turnrate and shields are better than a bit more hull and one more engineering console (which is unlockable if you don't want to cloak your defiant) in my opinion. BO config is not really interesting.

YES. I really want a T5 D7 that is the equivalent of the Fed Excelsior Retrofit. I would buy it in a heartbeat.

To everyone wanting some sort of premium raptor-escort, isn't that what the Guramba is?

A premium cruiser makes more sense simply because there already is a premium BoP, a premium carrier, and a premium escort. The only premium cruiser is the Bortasqu, and that behemoth is pretty much its own class.

Fleet escorts have an ensign engineer slot, way better than the raptor's tactical one.
But still, we only have 2 choices for escorts in KDF and one isn't even a Klingon design. There are aldrealy 6 cruisers, we don't need more...

The Qin has the same BO layout as the Defiant, turns slower and has 10% more hull + built in cloak.
If you need the cloak, the Raptor is better because of the free console slot. Without cloak, I would always pick the Defiant (say PvE).
As cool as the Guramba may be, it is no Klingon ship. Therefore, the pimp raptor should be first choice instead of yet another cruiser. Or release it together with the Negh'Var refit.

And please go away with that D7. Just because the feds got a T5 from the boneyard, this mistake shouldn't be repeated. If anything, they should cut back the Excelsior +1 to T4 (And replace it with a Souvereign +1 as tactical cruiser).

However, what I would love to see is an overhaul of the Vor'cha retrofit. 4 tactical BO slots (either 2 Lieutenants or Lt. Commander + Ensign) 6 engineering slots (Commander + Lieutenant) and 2 science slots (Lieutenant). And if they turn it into a +1 with a super disruptor beam at the front this would be the icing on the cake.
