Why can't we have one? We got all the other major KDF races, and I was already planning on getting the Klingon when I reach Ambassador.

I have a Science Klingon officer I got while leveling. Its probably why they aren't on the EF diplomacy reward?

(I've also assigned him as Chief Medical. No wonder I have low sick rates. )

Hmmm, come to think of it, I think my younger brother once got a female Klingon. But what if I want my Klingon to have his KDF uniform? D:

My counterpoint is that I am unable to have a female Orion officer wearing a Starfleet uniform. It breaks the immersion to have a bikini girl on deck...

(I'd gladly have that for her off-duty uniform however.)

Not really the same thing, but you could always make a green humanoid alien and call it an Orion. That way you could put it in a regular uniform.
