Minimax is pretty notorious for tric-bombing people, and I've experimented with a tric-bomber build on the Bird of Prey as well. All in all, when you get it right, it's totally brutal. Get it wrong, and it's your own neck on the chopping block.
I stopped using it because having a weaons slot useless for sixty seconds at a time makes taking a torpedo skill pointless, and your build needs to be optimized for alpha damage if you're going to get the best of it, I prefer the more consistant (and not shoot down-able) damage from quantums these days, although I do still load up the tricobalt for the lolz sometimes. It's definitely high risk/high reward. It's suprisingly useless when it hits a shield facing though, not sure if it's bugged or what, but even a sliver of shields really mucks up a tricobalt strike. All in all, there's too much that can go wrong for it to be a reliable method of taking somebody down, but it's still fun.
The mines are nearly useless in PVP, they have all the vulnerabilities of the torpedo, only they stay still and don't get buffed from mine patterns in the same way as torps do from spread/high yield.
One thing I will experiment with is the torpedo doffs, if you keep firing normal torpedos and they proc, the tricobalt will also get a proc. 4 seconds off of 60 isn't much by itself, but if you're spamming photons in between, it'd probably rack up quite quickly.
