Well even when the Special sets did not exist the Rarity/Mark of ones equipment still gave a little buff to PvP playability but not such a difference that a Player with mainly Blues and Greens could not compete against a player using mainly Blues and Purples.
The sets while cool and fun broke that capability to a certain extent and now a player must grind to achieve the new sets or possibly be at a disadvantage in PvP. It does make one play the PVE aspect of the game though..........
