Besides, that thread in its entirety has so much more than just "a heal cruiser" in both the OP's continued build posting and the general discussion.

I know as much as I wanted to just pick some skills and go shoot things, reading both others' build ideas and their opinions on powers motivated me to explore them in a little more detail when training my boffs and slotting them in my ships. You can still pound out solid DPS in a cruiser, but you can also play to its strengths and support the team. You won't have the burst, as noted in posts above, of an escort, sure, but *shrug*. You can still be quite strong.

You can put up some pretty sick numbers and help your team with something like this...

Tac Oddy

Com Engy - EPTW1 EPTS1 ET 3 (with doffs) Extends 3
Lt com engy EPTW! EPTS2 Aux2Sif 2
Ens tac - FAW1
Lt Tac - FAW1 Beta 1
Ens sci - Haz 1 TS 1

you can swap out the haz for a sci team if needed, must have 2 purple maint engy doffs,

You could also roll an excelsior with FAW 1 FAW2 Beta 2

Maybe 2 hazards for running STFs

If you need a diaper you can swap out an RSP for the Aux2sif

While that advice for PvP is spot on, if the OP is looking for a Cruiser tank for something like PUG Elite STFs then I would say a few adjustments are needed.

For one thing, I don't use something like Extend shields - as amazing as it is.

NPC enemies do not focus fire my escort allies, and in fact with 9/9 threat control its exceedingly rare for them to be shot at all.

What enemies do, is shoot me. My big, lumbering cruiser with 9/9 threat control.

So I need to be more selfish, since getting heals on even premades from EliteSTF is pretty rare.

My next point would be hatred for the Gal-X.

It works out to be about a 2 or 3 degree turn rate difference vs. the AC (final numbers, not base), which to be perfectly honest is all but irrelevant in PvE.

Anyone who thinks 2 degrees matters on an Elite STF is welcome to watch me just sit there and soak everything an elite tac cube can throw out with no outside healing of any kind.

Maybe that 2 degrees really matters in PvP, I haven't been too impressed with the state of this game's PvP so I don't really participate regularly or comment much on it.
