Well I have the accolade "assimilated" so haow do I get the officer ? I cant seem to find Four of Ten anywhere ..

Rendezvous with the ship mentioned in the received hail at the task force inside Borg space. Arrival and subsequent conversation there will net you the Borg Boff.

Well I go to the uss victory but I get no hail opportunity, just bank, exchange and dilithium store

You need to fly to the Victory itself. Look for the Galaxy-X.

If you can't hail it, check to see that you've received or completed the Report to Gamma Orionis mission... it might be a prerequisite to hailing the Victory.
