There's a bit of gameplay/story segregation going here, I think. It's a "heavy cruiser," but the size is not of a T5 cruiser, such as the Sovereign or Odyssey classes. It would fit as a companion to the Fleet Escort, since IIRC the ships are of similar size.
Honestly, every time I see another TNG-era ship become a viable Federation tactical cruiser choice that outpaces the Sovereign, I groan. The statistical balance for the ships is way out of whack.
I'd suggest giving it the Engineering counterpart to the MVAE's Boff layout, with roughly the JH Attack Ship's hull and shields but a more reasonable turn rate.
I always thought the Akira traded survival for fire power. Hence a Sovereign would be a better all round ship and able to survive better, and the Akira would be able to mount DHC's and have a better turn rate at the cost of hull, crew and Eng powers.
I got a WoK kitted character. And got no trouble for tier 5. I got a Retrofit Excelsior class, fits just fine. Oh, do need an Excelsior class bridge pack Cryptic. Really BADLY need it, none of the available bridges I have atm look remotely right in an Excelsior class.
The Prometheus bridge IS the Excelsior bridge with a minor redress (they used the movie set in the episode the Prometheus first appeared) so it is in game.
