I can tell you what it boils down too. A lot of people, including Podcast UGC and Priority One, were saying that they were unimpressed and that they wanted paid ships to have a modest noticeable advantage over free ships or they wouldn't recommend buying them.
The P1 folks were asking for twice the hull increase that Geko is supplying.

I think the upgrades are an appeasement made to people mistakenly thinking that just because its an expensive ship/s it should somehow be much, much better than anything else. Cryptic is not blameless in this, the Armitage should've cost 1600 CPs, not 2000. At least it didn't have 3 variants.
If there were any remaining questions about whether Pay-To-Win was in effect, this should resolve that question nicely.
It's not about what the ships should be, it's about what people paid for them (according to this).
Now, I would buy the argument that the Armitage should have more hull because it's bigger. I would also expect turn rate or inertia to suffer somehow, right along with that increase.
I expect the turn rate increase mentioned only applies to the AE and MVAE, which is a small point in the favor of balance... except that it does seem that KDF ships were not considered here.
If the +1 turning is only for the AE and MVAM... it pretty much makes the AE the best escort, doesn't it? Its got the best boff layout, the most sci consoles and will now only turn one less than the defiant and have an extra 1k hull. Fighters are cool to have but since you can't really exploit them without seriously gimping shields or weapons power or even allocate flight deck doffs to them you can't really base your damage around them.
i like the idea of all the ships having stats slightly off baseline, for escorts baseline being 30k hull and 15 turn rate. in isolated cases like this where its only the 2 best escorts getting adjustments, upward adjustments, its buffing ships that did not need to be buffed.
if anything the bug ship should come with a hull penalty for its amazing turn rate and station options. like 27k hitpoints and a shield mode of .83. in a game that values balance, that would be the case.
