Don't confuse "achievement" with "luck". I managed to pull a full ground set in four days of playing on my main toon, yet I've been trying for months to get the same set on alts.
At no point did I say it should remain a roll of the die random drop. What I was said was that instead of EDC, make the MK XII drops obtainable from proto salvage:

This would mean that a player has played the elite STFs and earned the set via elite STFs.

Making the XII sets EDC dependent would make it entirely a question of dedication, commitment and skill. As it stands it's more to do with how lucky you are at the end of a run. For me there's no achievement in staring at my stack of 3 proto shield techs, and wondering why the hell I haven't gotten a single other tech.

I myself had to grind out hundreds of STFs before I got my set on one character and I run a rotation of 4-5 characters through stfs and to date only 2 of those characters have full sets.

I wish that STFs would dump the random drop system as much as anyone else as I am tired of logging on to an alt that I have ran IGE 100s of times with and still not got that drop while my friend gets his 7th character setted.

Aye, apologies - completely misread your post. There's a reason I don't normally post after midnight.

I can certainly understand why one might want to restrict access to the set to elite runs, but it's been said before that normal and elite barely differ - the space STFs really are simply a matter of smart targeting and spacebar spamming (which for some inexplicable reason, I constantly find myself doing, despite autofire). While I'll admit that elite ground runs often take a little more skill, they still offer little challenge over their normal counterpart. On that basis I'm not sure I like the idea of restricting access to someone who's pretty much done the same amount of work (though on that same basis I'm not sure why anyone even bothers with normal STFs). Personally I'm inclined to think that whether you've run 50 elite STFs or 100 normal STFs, you deserve the same reward.

Then of course there's the fact that proto salvage are still chance drops - significantly higher than their tech counterparts, but rolls of the die nonetheless. The same outcome could therefore be achieved simply increasing the drop chances of the existing tech. Not to mention the fact that I personally have 80+ proto salvage sitting around collecting dust on a single toon, and though I'd love to have something to do with them other than obtaining anti-borg gear and extra dilithium for those rare days I don't quite manage to collect enough for the refinement cap, I don't want to use them for the XII set.

They're easy to get, really, and that does somewhat dilute the "sense of achievement" you alluded to earlier. I don't want my tech easy to get, just less of a gamble. I said before that 300 EDCs is still a bloody good indicator of commitment, dedication and skill (though I reiterate that I wouldn't actually want them to cost that much). I won't really be happy until chance is removed from the equation entirely, as it isn't an indicator of commitment, dedication and skill, and this just wouldn't happen if the XII set were salvage dependent.
