Overall, I believe "The Inner Light" would be my choice, though its a close race with "City on the Edge of Forever"

New or old, to Star Trek... I'd say DS9?s "The Visitor". Single-handedly, the greatest episode of the franchise (in my opinion).

TOS: City on the Edge of Forever
TNG: The Inner Light
DS9: In the Pale Moonlight
VOY: Equinox
TAS: never watched

Except for the VOY-Episode those are my absolute favourite episodes from each of the series.
They all fit perfectly the "tone" of each series, what it is about etc.
Especially "In the pale Moonlight" ... just love this ep.
For Voyager it's quite hard to find a fav, because I like it the least of them all, but Equinox fits the other criteria.
Enterprise has no fav, but I like the Xindi-Arc, so I guess i would show "The Expanse" or so ...

Deal's with how fear and hate can strip people of all rational thinking and lead to paranoia. Hits close to home on many real life issues.

TOS: "Balance of Terror"

It shows the environment aboard a Starfleet vessel in a hostile situation and the reveal of a complex enemy who may not be as different as the protagonist's own. Two captains who are sworn by duty to uphold the interests of their own nations, with conflicts within their own crews on how exactly to go about it.

I would probably weight up the person but I would say;

TOS: City on the Edge of Forever - classic episode.
TNG: The defector - superb cat and mouse ep.
DS9: Way of the Warrior - pure awesome on all levels.
VOY: Timeless - brilliant time travel ep.
Ent: Azarti Prime - probably wont have a clue what's going on but its a super episode.

I find it funny how all the great episodes people mention are detours.

"The Visitor"
"City on the Edge of Forever"
"Best of Both Worlds"

All huge detours from the status quo.

If I wanted to get somebody NEW to Trek involved, I'd look at:

"Balance of Terror"
"Day of the Dove"
"Amok Time"
"Measure of a Man"
"The Offspring"
"Statistical Probabilities"
"In the Pale Moonlight" (Itself a deviation)
"Equinox" (Pt 1 and 2)
"Borderland / Cold Station 12 / The Augments"
