I have, like, no white quality Research Lab Scientists. Most of the fleet I'm in have greens and up. Since there are no whites, we can't advance much without losing some other officers. DOFF capacity, sure, but we all have 100.
It's affecting our work, and our Science is dragging low. We must be able to use any color we want.

Buy more slots maybe? I hate to suggest paying but that's the first thing that comes to my mind. I know I have 275 slots and run at about 200 doffs. I grinded the dil and converted to cpoints to pay for them.

Keep enough open slots, and keep general recruiting, and science recruiting.
