Are you currently paying for Gold or are you a Silver member?
If you're a silver member, as you've indicated, then you have 4 slots and there was no injustice done to your account.
"I had 3 active, accessible character slots..." HAD being the correct word - you HAD 3 because you WERE GOLD, since you are SILVER you now have 2 and 2+2=4.
Thanks to the OP for bringing this concern up - I went back and checked my account and slot purchases just to be certain everything was in order. Thanks to all those who posted and figured it out the cause for this "problem".
