phased polaron and polaron weapons, mainly going for drain procs.
edit: I probably will rearrange my sci for more drain, but that is the current setup.
That setup of mine sucked. All the energy drain abilities share cooldown, which sucks. I didn't notice anything except that I died much faster as compared to my unshielded B'rel Retrofit. I hated it.
Now, I run...
Fore: 3x Antiproton DHC, 1x Antiproton DBB
Aft: 2x Antiproton Turret
(Mostly Mk XI Borg mods)
Engineering: EPS, Borg Universal, RCS (because I want more turn, and RCS magnifies our turn more than slow donkey cruisers)
Sci: Graviton, 2x Particle Gen (probably going to switch to more Graviton)
Tac: 3x Antiproton
Right now, it's
Commander Tac: TT1, BO2, CRF2, CSV3
Lt Commander Sci: Polarize, TBR1, GW1

This was adequate, and does more damage than Lolaron energy drain. I should probably put APO3 in there, especially with a few Tac Officers sitting around in my inventory... but I'll mess around a bit more.

1x Plasma Turrent and (1xTricobalt Launcher or 1xPlasma Launcher...depends upon the mood and yes I turn around to shoot my torpedos)
All weapons are with Borg modifier

This setup usually works. Of course, I can't use Torpedo Spread if I have Tricobalt in my ship...so it is for Plasma Launcher.
Forgot to add: I run with 2 pieces of KDF and Borg deflector for little structural bonus.
Now for pve, I run...

KHG engines with the omega things for tetryon glider. I think the KHG engine should have been the hyper impulse engine, and the omega should have been combat engines, but whatever.
this can flat out kill faster than my B'rel, and blocks nanites effectively. the B'rel is more useful in a good group, and the Hegh'ta works better in most PUGs.
I tried a DC, but I'll probably get a mkXI Borg DHC to replace it.
Will my KDF rank transfer over when we are all one big, happy Federation?

Okay, Tac/Sci is horrible for the new fleet things. The Starbase Blockade? No Win Scenario? They need people to heal the ships, and Raptors don't do that very much at all (Tac Team 1 works on friends, however!!!). Cruisers may do that, but you cannot necessarily count on every Cruiser to pack ship heals.

Nothing fancy, except I've stripped all the Borg weaponry & need to build up standard V.Rare MkXIIs.

Yes, BO2 is definitely recommended for PvP. It might not be as necessary in PvE, as I have little trouble killing enemies with a 3xDHC + Quantum Torpedo fore weapon setup, with turrets in the rear. Boff setup I use (currently) is:
EPtS1 EPtS2
TSS1 HE2
TT1 SV1 RF2
TT1 RF1 TS2 APO3
Legend: RF=rapidfire SV=scatter volley
Good single-target and area-effect damage skills, with the tac debuff skill 'fire on my mark' to use on crunchy targets. I know I ought to have a second pattern omega in there, but I'm not sure where I'd put it
NOTE: This is my PvE build, I'd definitely switch to something else in my tac slots for PvP.
Grab some popcorn there's a LOT of fun footage on that channel. Its all in good fun and there's good tips for new players too so direct some there if you see any. Not roach though. He's old. Plus he never ques up with me he such a 'Rat monger!!
