Sooo...which pvp fleets that do not have stupid name and bother members with stupid meetings and other crap are building starbase ?

Before I joined Raumpatroullie Elysion, I was a member of LaFamilia - they're a cool bunch and should suite your requirements. Not sure what their Klingon arm is doing right now.
Sad Panda Cubs may also be of interest to you.
I don't know how much fleet starbases may shake up things now, though - the merger of Elysion and Clowns is in large part a reaction to the fleet starbases, for example.
