Vote to kick seems the best, but only if all the other players on the team agree.
My only other suggestion is that if a player does not achieve a certain percentage of his team?s total damage dealt, they receive reduced rewards. For example, in a Fleet PvE the player normally gets 20 Fleets Marks, but the player is AFK and only deals 5% of the teams total damage dealt, then they get only 2 Fleet Marks.
Technically, logging out can't really be considered an exploit. The user isn't getting ahead by doing it, they're only avoiding death which already has no consequences. Their time spent would be almost identical if they blew up and respawned. I suppose they may be allowing the rest of their team to come closer to winning a match, by not giving the enemy a kill point? But again, very little benefit there under the current system.
That said, I personally agree that there should be a "linger" put in place for queue'd maps, whereby if you disconnect your character remains in-game for a short amount of time. I'm honestly not certain it can be done, but I'll check with our Software guys about it.
As for AFK'ers... not a whole lot that can be done there, I'm afraid. You'll get people trying to cheat the system in any MMO. Other than removing the few existing rewards from PvP matches (which we don't want to do), I think a "Vote To Kick" option is the best potential solution to this, but such a system could be easily used for griefing other players, so it presents its own challenges.
Afk'ing a team is also griefing. In this case it's one players griefing 4 others. I guarantee less ppl will be griefed with a vote to kick system than there are afk'ers griefing entire teams now.
As far as loggers are concerned, a linger would work, or just shutting down the ability to log when in red alert. I find it pretty hard to believe that you can't change this. The game locks out my ability to change gear when in red alert, but can't be programmed to not log out? Really?
Are people Logging out in the middle of a fight really a big problem? i havent seen anybody do it in months, and really only one person in the game is known for doing it a lot and we all know who that is... as far as AFkers go yea a 3 min timer would be a good way to go.
I don't really see it taht much in the queues, but I see it A LOT in Kerrat, I won't name names but it's always the guys the most vocal in chat trying to "dis" the other faction, as soon at they get TB'd or plasma'd they disconnect then re-appear at they're respective spawn point. Which is handy as after the 2nd or 3rd time people realise this and are waiting. I don't condone spawn camping EVER, but I'll be the first one sat by the camp fire for those little ****s to appear lol.

Honestly, I don't agree with all that Bort's saying. But hasen't it been nice having him in the forums this week asking for detailed info that only the PVP community can provide and even testing on suspected bugs. Posts like yours seem a tad counter-productive at the moment.
Change kerrat back from a daily, that will get rid of a lot of unwanted afkers in the queues.
Add marks as a reward for PVP (arenas and C&H,) but (maybe) give double rewards to the victor. I've heard people complain they didn't get marks in the starbase missions, but they didn't do anything, so one must ask... Was/is that a bug.
Even a starbase PVP map for the queues may work??? Just remove all the unauditable dribble from the background.
While not an ideal solution, perhaps it's a good middle ground since PVP isn't the easiest of game play. However, by providing a reward win or lose, while giving double marks for victory, that could increase the attention new players/old players, that are new to PVP, take in the game. End result, more skilled players, more active queues? More importantly, it brings pvpers back to the queues instead of grinding fleet marks in PVE missions. We all hate killing helpless NPCs. I'm sure a lot of the smaller fleets would fair a lot better (I know mine would,) if PVP provided marks. When I get on I queue up (with the exception of grinding a character on the mirror event hour,) I don't waste hours doing the fleet mark missions. That's not fun.
Let's be honest, one PVP escort is better than an entire group of a NPCs in the starbase missions.
