Those would not resemble the actual faction starship configurations and wouldn't hold a candle to them statwise.
But they'd be a godsend to us roleplayers.
I just created a Romulan Character who is actually supposed to be Romulan Faction and picked up the Peregrin Fighter, with the veteran Hull and a mostly green paint looks vaguely Romulan enough with some imagination.
Still extremely limited.
With a bit more generic options you can always create a cool RP ship without killer stats and sector space would start to look really interesting.
Already explained by a developer that every ship type has a "skeleton" that connects all the pieces together, and it only works for that ship.
If you add the Hull of a Blockade Escort, Saucer of a Galaxy cruiser, Nacelles of a Miranda, and Pylons of an intrepid, what you will get is 4 individual pieces not even remotely connected to each other. They'd all be floating in the exact position that they're suppose to be for their own vessel's skeletons.

I meant, a series of new (I know, bizarre concept) starship parts, which are generic enough to stand in for nearly all faction designs with the right hullskin material.
What I am talking about is Cryptic designing a completely new battery of combinable ship parts for configurations that are not faction specific in a canon sense at all.
Those parts would be completely faction agnostic and usable by any player for a generic ship which can then by given a flavor appearance by a basic ship hull texture to emulate Federation, Klingon, Romulan, etc...flavor.
Those Skins would be C-Store character only purchases to tailor make RP flavoured starter quality ships without going the expensive engame ship route which require lockboxes and the green light from CBS.

Kit-bashing starships - that is designing your own starships like say making a single TOS nacelle under a TOS Connie saucer and neck?
Nope...that was a requested option or ability since way back when and has been denied repeatedly.
Btw this type of ship is classified as a Destroyer/Scout, of the Saladin Class. According to the Starfleet Technical Manual copyright 1975.
As to the OP I think hes wanting an entire new class of Civilian and Mercenary style ships. I would love to see these as well, but in the end I doubt we will. As design Limitations would be cost prohibitive. IE they wouldnt make enough money to cover the costs of making them let alone, making a profit. These would be pretty much a third faction as far as even designing them goes. I would buy them but as they wont be seen oh well.

Add in the approval process needed before a ship design is allowed to progress from the design board into the game and I agree with the outcome. I doubt that we will see any sort of "custom built" ships.

I have that same technical manual. It's in the bookshelf right behind me, handy to look up now and then.
They also had ideas for a "Dreadnaught" class starship- a Constellation with 3 Nacelles much like the Galaxy-X.
