Kihlass doesn't hit 4th digit on anything short of a pulsewave at melee range even when buffed with all the buffs I can think of while wearing the STF Operative kit.

Then again, it could be the power cell. I make a point out of not using consumables, and I rarely even use non-consumable devices including tribbles and the subspace field modulator.
