Please double check as it is no longer 3 seconds. I use 4 launchers and it is faster then that. Did you speed up the fire rate with doffs or leave on default slow not that you need to as even without doffs if it not 3 seconds anymore. With 4 torpdeos I get Escort like damage in my Crusier so I do not agree with beams are better.
