OK -I am a Tac, so if I put, say, a science officer on active ground duty, the officer's benefit (e.g., Chance for Melaorazine to affect entire team) will only occur if someone I'm on a team with uses that ability, or if my away team sci officer does. Yes?

Also, is there any benefit to using a "very rare" officer for active duty vs. generic ones? Do their abilities work better or more often?

well the higher the rarity of a DOff, the better chance of getting a higher quality reward. and i think ground doffs affect all the abilities when they are assigned. Im not sure about that because i rarely ever do ground doffs.

Yes. Right click on the various officers and in all the ones I've checked, the better the quality, better chance of the benefit happening. Also in the space ones, some reduce the cooldown times on abilities, etc.
