A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
Note, however, that you may only have one FORUM account. Multiple game accounts don't appear to be prohibited in the PWE EULA (I am neither an attorney nor a PWE employee, but that's my opinion), but multiple forum accounts are expressly prohibited in the Perfect World Entertainment Community Rules and Policies:

this thread you informed about the current rules relating to the multi-Clientings.
You should have a maximum of 2 accounts active simultaneously per computer at the same time. You have no restrictions while what you do with these 2 accounts in the game. No matter whether you're one to sell and the other for using quests, both questing and so on.
If we determine that a person uses more than 2 accounts (whether one or more computers), we will investigate this in more detail and block the account.
If you have any questions regarding this rule, please contact support.
You can find this thread here. It's an archived post, don't know if it was posted by Cryptic.
So they know when 1 person has multiple account but they have no idea that 10 charcaters on 1 account is 1 person ...thus lobi crystals which are obtained with zp (real world money) from the account owner.
I have 4 accounts (1 Lifetime, two quarterly subs, and 1 FTP). I've had two of the accounts since the first few months after launch. I dont know of any rule or other regulation that states I cannot.
I have also ran 2+ on the same machine before. I would agree to the arguement of no more than two accounts on one machine simply because of the resources. My system [Quad Core i5 750, 16 GB RAM, nVidia GeForce GT 450] was severely stressed.
It could be, besides the resources invovled, that having more than 2 accounts on the same machine would mean someone was boting the system. In almost 3 years, I have only logged 3 of the 4 accounts on the same computer twice, both times to help create fleets [Holodeck KDF and Tribble Fed] as we didn't have enough members on at the time we created the fleets.

If the reason you want multiple accounts is to increase your character limit without expending money you may wish to re-consider. Players dedicated to playing free will increase their dilithium earning potential and decrease their Zen expenses buy grinding and trading dilithium to buy character slots.
Characters spread out over multiple accounts can not trade Zen or dilithium directly. Characters on the same account can also benefit from account wide c-store unlocks.
If you have more characters on the same account you can refine much more dilithium in a day and ultimately unlock a c-store ship for all of them rather then spending much more to unlock it for each individually.
