Being a tanky player this is the most tac oriented ship I feel comfy in and can have fun with.
The Fleet Scourge I have can dish it out but the Tork can quite well too and it's rather survivable as well. And having the extra weapons slot on the rear is nice for some extra DPS.
I think I even prefer it over the 1000 day ship, though I'm yet to try a tanky style build on that.
I only PvE. Currently running with 4xDBBs up front, 2x turrets rear along with 2x tric mine layers (for 2 buffed tric deploys a minute).
FaW3 along with BO1, TT1, APB1 and DPB1 seems pretty good. Combined with EWP3 to snare enemies while you mine them after downing a facing is great. And EPtW1 helps with some more dmg and keeping power up.
Will add the full build details to my sig soon. But yeah, I like it more than escorts cause I can do things with it other than just sit there and shoot (all escorts seem to do) makes it more fun and engaging for me.
I have to point out that you're going to do a lot more damage if you switch to dual cannons or dual heavy cannons. I have done DBB builds and they can be fun, but you can't match the damage of DHCs on front of a battlecruiser.
Further, by sticking to ONE type (either cannons OR beams) you ensure that your boff skills work on both at the same time. So CRF will also work on your forward firing turrets, as will CSV. If you insist upon DBBs up front (it's a loss in firepower) FAW will benefit from you having beam arrays in the aft. This lessens your alpha strike but increases overall firing capabilities. You can still give a good load of damage when not pointed at it (and with turrets you're not doing much damage firing at something behind you).
FAW isn't the skill you want with DBBs. You want Beam Overload. Mount BO3 and demote FAW to FAW1. FAW is more limited in use, akin to scatter volley. When you're pounding just one target you want it to go down fast. Also if you mount ANY of the dispersal patterns you'll get more than 1 tricobalt mine per drop. First rank, 2 mines, second 3 mines, 3rd 4 mines. That way you can mount more energy weapons and still retain your mine output. This also can help because sometimes the first mine will catch a bit of shields and not do full damage, but the second mine following it will definitely hit hull!

Imagine a Tor'kaht with MACO set.
BLASPHEME! MACO set indeed. Honor guard 2 piece and dual Hargh'Peng torps. Does great. I swear, the TorKaht is the perfect cruiser. Maneuverable, lots of firepower, takes a punch, and it looks like a Targ whose had a large stein of bloodwine!
Too be honest, despite I'm a big fan of large fed cruisers, I like this ship, a ton. It really does look good, it's fast and light on it's feet for a cruiser, and it's got the firepower too match.

With a Commander and Ensign Engineering Stations, it can be a bit tricky to slot in powers to help the Fleet Tor'kaht survive an engagement, but she is a beauty, no doubt about that.
Plus she has a Lt Universal Station, which gives the ship added versatility. You could completely forgo Science and add another Tac Officer with Torpedo abilities to compliment your rapid fire cannons or slot in an Engineer for added survival options.
This cruiser is a Tac cruiser through and through, she is not for Engineers. There are other sweet ships for the Engineers.
I never tried the Fleet Hoh'sus, though she looks like an ugly cuss and I'm not much of a BOP pilot.. And I would still keep my lovely Fleet Tor'kaht.
My beef with the F Hoshus is it has 1 console over the Hegh'Ta. That's it. That's a freaking LOT of money/zpoints to get, for almost no benefit. What we need is ONE BOP that combines the boff slots and the extra console of both fleet BOP options. You don't even need to give it more hull or shields or anything (but CERTAINLY don't make it have less hull than a freakin' SHUTTLE! Where's the thinking in that!??!).
THAT is a BOP that would be an actual upgrade. People bought C-store ships as they leveled up just for the 1 extra boff slot and the console. Here you pay 2x the price ($20 USD) for half the rewards of an $8-$10 ship. That's ludicrously bad logic.
Lockboxes, keys, and retarded fleet projects that require 200k dilithium have already made PWE millions no doubt. I think it's about time they coast on those profits to start actually... you know?... improving the game?

This is the question I keep posing to myself as well, especially keeping in mind all it has for the bortasqu is a lot more turn rate. Which, to be fair, is a really big boost.
