I was told by Borticus over in-game chat a few weeks back that the reason Tholians hadn't been put in the Foundry because authors had no way to make the kind of corrosive environment that they could exist in without an EV suit. I'm hopeful now there's an EV suit that we'll get them.
I'm not hopeful that we'll get them soon however.

Tholians (space & ground) would be great new assets for the Foundry. Time will tell.

That would be awesome! It could work like a map-wide (or smaller local area) effect. Imagine: They could create different types of those. Like a very hot (demon class like) environment, or a very cold one for ice planets where the player needs to be in an EV suit. There could be gas / nebula effects, like in the VOY episode 6x25 "The Haunting of Deck Twelve", or just a plain and simple vacuum effect. I think both, Cryptic and Foundry missions, could benefit from this.
Here's what I think should be done: Tholian ground mobs wear the suits by default; however, they can be re-skinned with the "naked" Tholian look. For the toxic environments, just add a mechanic that forces players to wear an EV suit on those maps. They can use effects and such to make it look how they want.
