Pretty much. They're the ones who know what they're aiming for, where their baseline is (versus ours, which I tend to believe is somewhat inflated), etc.
Yeah, see, this is kind of not what I think. At all. I've watched devs have bugs explained to them in a podcast, bugs they couldn't reproduce themselves and denied existed. I've listened to justifications for changes which were shown to be misinformed when players produced their combat logs.
That's why if you propose a change you need to explain why it's needed in the grand scheme of things. You need to explain where you think the balance will end up, spitball at least a few ideas about how you could be wrong, and propose fixes for the problems you might create. You need to spell out why the change is good for STO, otherwise you're just farting in an airlock.

We're probably not talking about the same thing here.
When I played COH, I saw too many people on the forums complain a powerset or combination was "weak, gimped, underpowered" because it couldn't do +4/x8 or something ridiculous like that. Seeing people throw around builds with exotic and rare IO's, with highly optimized power selections, and looking for critiques because they didn't want something underpowered. That if you weren't going crazy with IO's you were playing the game wrong, should learn how to play, etc.
Yet, the baseline for the game was still SO's. If you went above that? Hey, great! More power to ya.
So, that in mind, when I say baseline, I mean for doing normal content, or at least normal-difficulty content. Not Elites with all the optionals and such. I don't really care if it'll excite a power gamer; I just want it to be a good, reliable option for players with an "average" build (ie, not the 30% of the best or worst performing builds possible).

So all that needs to be done is remove the requirement of shuttles only and we have our 360 beam arrays. What I am proposing is already 50% in the game...so why not take that last leap and make them use-able on all ships.
Though it would be nice to have all the damage types (Plasma, Tet, AP, Pol, etc)
I meant it as regular weapon not console. Just something with low dmg output, but affected by beam powers.
If the DPS is very low...then something needs to balance that out.
Fundamentally speaking, in the real world, when you have smaller hardware, running totally under-clocked and underpowered...there is a very limited power drain.
Technically, with a low DPS, you are looking at a beam array that would, in theory, offer no power drain...but this is STRICTLY speaking in terms of how it works in real life.
If the Devs saw fit to follow the idea of a severely underpowered Beam array...it could stand to reason that it would either be incredibly rapid fire or offer no power drain. I think that could introduce problems.
However...there is a certain appeal to what you are suggesting.
