There's never been a place like that that I know of... and I've been in ALL the Test Weekends.
You just play and eventually when They release the Reward, you either get or ya don't.

It's really simple:
Login at "noon", play until 1:30pm. That's an hour and a half and you get the reward/s 6 weeks after S7 launches.
Three years and still no Captain Klaa hair...
