APB has a 15 second CD you can use it non-stop for a good damage boost, and Scatter volley spreads the love of APB everywhere with 100% uptime.
I can use on Tactical Team 1x because I use purple DOFF's that reduce refresh to 15 seconds.
Extra Torp spread does great damage in stf's up the output of torps with another DOFF that increases the frequency of how often torps and you can do very decent kenetic damage. You have five active DOFF's you can put in a ship it changes the dynamic of the build and makes torps much more viable as a secondary weapon.
