Has the max been reached? I've repeatedly requested an invite in-game and so far no luck.

The Fed fleet has been full for over a week. If Cryptic was going to create another one they would have done something well before now (which means they probably didn't see a need for another one). Since the test reward weekend is running now, based on past experience season 6 will probably be hitting the live servers within 2 weeks anyway.
