Chimera/Pegh'u should be the most powerful in-game ship. Period.

Just being a lifetime subber doesn't mean you should have all the best stuff by fiat.
If STO were TRULY as "Pay-to-win" as its critics insist, then it would be the people who would spend the most money that would deserve to pay for the best in-game ship.
And the truth is, the people who spend the most money are probably NOT the lifetime subscribers.
Not counting C-store purchases, if you've had you're lifetime sub since day one or shortly after, then you've certainly spent less money than a person who subscribed monthly and stayed that way until today. In fact, if you've been playing lifetime, your sub has long paid for itself through free game time played as well as the monthly stipend.
No no, what lifers "deserve" is a really cool ship that no one else will have. The Chimera and the Peghu are exactly that.
I threw out that console and replaced it with a phaser relay, I have en engineer at lt with empts and engineering team, and have my second tac at ensign with TT.
I think it's a tough little ship and it doesn't need a buff, especially since it is a exclusive ship.

The shields feel a little funky on my Sci/Peghqu' but other than that it's an awesome ship - I have the Chimera on my Tac but I don't enjoy playing that anywhere near as much as the Sc/Peghqu' combo - maybe because for a Tac the 1000-day ships just feel like a slightly more sluggish Escort (and maybe I just miss that Battle Cloak)...
But in answer to the OP's question - no, they don't need anything added - they're just fine and quite unique as they are.
While we're at it, why don't we just make the Light Cruiser and Lt Level B'rel BoP have 27 consoles and teleport abilities with no cd. Also let's make the Odyssey and Bortasque have only 1 console each and unable to turn. AND let's take the Fleet Defiant and Fleet Qin and put all their tactical consoles and into science and engineering. Lastly, let's take the Vesta, take away ALL of it's consoles, weapons, deflector, shields, and device slots.
