looks like this bug is limited to lockbox ships only.
Not sure if I can reproduce this bug in my mirror cruiser and Peghqu

People still hate lockboxes (just as we all hates taxes, but still pay); it is the only way to get something new out of this game... besides, the Bug is not in a lockbox, but in the Doff Reinforcement Pack (which was more favorable and fairer to the playerbase).
