Some characters were stuck in a loading screen with a "Server Not Responding" message
So it is ~80 STFs and ~23 days of dilithium grinding for tier 5 and a set. Sounds reasonable.
Of course, that means a new character will need to skip straight to MK XII and will not be using MK X or MK XI along the way while you run STFs to get there.
Starter set?
The borg set now costs dilithium as well.
[Borg] Weapons? Those also cost dilithium.
So you'll be running those 80 STFs in whatever gear you got from Episodes - no [borg] weapons, no free omega item, no 5 EDC borg engine for fast travel around sectors. No 10 EDC (5 elite missions in the old system) for 2 piece borg set.
Or you could buy some of that a long the way but now the number of STFs and days of refining will increase.

This would be solved if they made STF gear account locked and not character locked.
Some will say "but then you woulnt get new sets" but as it stands I have no reason to work with more that one character, the only somewhat good news is Borg Incursions apparently will award Marks so we could just do then until we get Mk XII and then buy the weapons (I honestly hope non-Sets dont have a Elite Mark cost or this will get ugly fast) and then the sets after 15 runs.
Can somebody please verify that the enhanced shield system from the Romulan tier 2 is broken? I only got 500 extra shields per facing on my Defiant.
Without the tier skill I had 10.104 and with the skill I have 10.645 per facing.
My understanding about the skill system is that it is not linear. Having 99 in Starship Shields System and going to 129 won't have as much benefit as going from 0 to 30. Going from 0 to 30 might give 2000 extra shields per facing while going from 90 to 129 will only give 500 extra shields per facing. Don't take the 2000 extra shields per facing as fact. It is just an example.
I rather see people throw numbers (That they know to be fact) around then "as far as I understand it" and BS some numbers.

According to http://home.comcast.net/~amicus/Skil...%20Effects.htm 99 Shield skill gets you 30%....it shows a linear plot when I graph it so I predict that 129 is about a 39% boost (or another 9% from your base shields added on)
9128*1.39=12687.92
outside of space dock flying around I show 12697
+30 shield skill only got me an additional 821.5, but it was still a 9% increase from base (6.9% over what you had before) AND it was in fact linear
Why did the Defiant get 500? because its shields just suck that much a .9 Vs a 1.35 mod 821*.9/1.35=547.7, but it is still a 9% increase.
***when you start factoring in shield max consoles you end up with base*(skill+console) so if you have 20% from console and 39% from skill it would be base*(1.59)=buffed shields
