Really, Fleet Regent at tier 2 or 3. Fleet dreadnaught at tier 3 or 4. Make it so people can actually spend money on these ships.

same goes for the guramba. you might want to look at the new fleet b'rel BoP. It has a battlecloak as far as i know, which makes it a bargain compared to the weaker z-store version. |
