It does work fine with new character that haven't gotten the accolades yet thou.

"Skirmish
A medical kit. Located on the table of the second floor where you will need to investigate a dead Cardassian.
Spin the Wheel
A maintenance panel. In the room where you need to reroute power. Located behind the stash of cargo on the wall, near the Defense Grid and Burnt Power Coupling. "
Replay events give the original rewards that were removed after the intial release, see the Pimp cane, a selection of special species boffs etc. There isn't any lobi involved.

It looks like if we got our free 15 the first time we're not getting more. Kinda of a shame. Its also a shame the whip isn't 15 lobi any more so the new folks don't get to enjoy that.
