We did some testing on tribble after the patch today to try out the harmonics fix, we post details of the new bugs in repsonse to the release notes but I feel as it is a bug it should be made here too, I'll quote what was said there.

This actually happened before season seven was released. When tachyon harmonics hits a personal shield generator, the generator does not realized that it has taken damage. Now, as soon as any weapon is fired at the player with a tachyon harmonics depleted shield, the shield registers damage and regenerates normally. This has never had an effect on gameplay because human players are always taking other damage when they get hit with tachyon harmonics. The only time it would ever be noticed is in situations like your test. The ability and just the ability was hitting the player.

I never do this but this deserves in.. /QFT

I think it's just never noticed because people are just to busy pew pewing to pick up on it.

My fleet leader and I actually tested the effectiveness of tachyon harmonics back in September on Shanty Town. Tachyon Harmonics will drain the shields. Those shields will remain drained until another player deals any damage to them. A single shot from a pistol will negate the effect.
