This worked for me...

In the directory "Cryptic Studios\Star Trek Online\Live"
Rename the ".patch" directory.

Then lauch the game again.

Trying to launch the updater.

Also, as I said in another thread, it isn't Cryptic's fault. A server at Cogent has not been fixed, and that's something Cryptic has no control over. All the devs can do is wait patiently until Cogent gets their s*** in order.
