Since the devs screwed up pet AI and band-aid patched it into its current idiotic form the VoQuv is nothing but a slow hulk with dps that cannot be focused or controlled.
Don't bother with any carrier in general except the fed. escort carrier. That ship at least can do something on its own and is not dependent on its pets.
As a carrier the VoQuv is neutered due to the pet AI screwup. You can still play it as a sadomasochist science ship though.

Well, I hear the Kar'fi is a decent enough ship, but I haven't tried it myself. Vo'Quv, though. . .yeah, it's frustrating trying to use it. Largely because I'm so accustomed to moving around in my Hegh'ta BoP, strafing the enemy with lethal Alpha Strikes, cloaking and decloaking, etc.
I dont know about you guys, torpedo and stuff but my build is:

Deflector: Very rare Positron beam array

DOFF: 2 Conn doff, 2 Cannon recharge doff,1 random doff
Im an engineer captain, its a tanking build, most on PVP.
Its tanks pretty well, put the tac team DOFF and you almost never die.
The theory is by use the tetryon proc to strip shields, the fighters torpedo spam will kill them. It doesnt really work, but its better than the rest i have tried. Some Dps vo'quv die too quickly, some tankers dont deal damage at all. With rapid fire going, ES to suck their energy. If you are an engineer, your captain skills will save you when heavily tanking. Don't use Syphon drones. They are Overpowered Pets, it feels like bullying. Bop's are Useless too, their AI is really bad. Use the keybind on hilbert's guide and put your EPTS's, Subsystem targeting and pets on tray 7.

Improving their AI would probably necessitate reducing their firepower, and it's way too much fun watching a squadron of BOPs completely annihilate a target by unloading all their high yield quantum salvos into it.
Don't listen to that above Fed poster who says the Voquv is useless just because he can't pilot a carrier. Voquv bird of prey refits work great for me and others who actually know how to command carrier pets. I have no problems getting them to kill what I need to kill, and they do it faster then any other pet, even Adv. Fer'jai frigates don't seem to do as much when I use my Karfi. You just need to recall them and order to attack again sometimes, and also sometimes launching more pets, and they will immediatley attack your target when launched, not hard to do with high aux and flight deck doffs.
I use my voquv with either 2 DHC and 1 torp up front, or 3 DHC up front, and 3 turrets rear in STFs, and all beams on it for when I sometimes pvp with it. Its easy enough to keep DHC on target in STFs even with the slow turning voquv.
