We once went there with five sci on sci ships and had no problem in completing the optional, even in CSE. So, your argument is invalid. Of course its very easy with an all Tac all escort team, but it is easy with an all sci team too.
Of course that only applies for players who know what to do.
Ah well and dont confuse backbone with ships built to attack. Those are two different things. Escorts are built for battle. Cruiser are for exploration and diplomacy. For large transports. For evacuation. All things escorts suck at.
Was this a pre-made or pug? The system is supposed to work for any group that joins - as long as they follow the script then they should be able to complete the optional. But this is just not the case. I am not 100% positive but I think they removed a lot of the one shots but made the Borg NPC's a little tougher just recently.
Of course it was premade. But even if not, when 5 decent player do it, you can do the optional.
But even a 5 tac-escort pug team is able to screw up any stf. So its not so much the ship you fly, its you and your skill which determines whether or not you win.
This is not Star trek - it's a Space FPS with biggest gun wins. In Star Trek IP crusiers are the backbone of Starfleet - in STO they are just a handicap in alot of PvE.
Most cruisers are not a handicap because they're cruisers, but because they're flown by players who don't know what they're doing. Its just a fact that people who don't know better will automatically gravitate toward the big ships, which is why you get so many clueless cruiser captains.

Its hard to do a lot of damage when you only have 6 weapons and 2 tac consoles - no matter how good your skills are. And most sci skills don't have much effect on Borg NPC's - shield stripping? nope - system shutdown? nope - tractoring cubes? nope.

Of course you can. There are enough skills useable to enhance your weapons than just consoles and tactical abilities.
But you are correct, there some sci buffs (or debuffs) which could be improved a little for balance. But still you can do enough damage with a Sci on a Scivessel.
