Yeah, I'll never be equipping elite fleet shields.
That is a long, expensive grind, but they will still be the most powerful shields in the game after the proposed changes go into effect.

HA! There are two people in my fleet, and I am currently the only active member. I intend to stop with the insane fleet project grind when I'm finally able to buy a Fleet Defiant.

Well, there are other ways of obtaining them. You can leave an alt in your current fleet and join another with the character you want to equip, then reinvite yourself. Some fleets are already doing this for EC. When my PvE fleet unlocks the shields, I would be more than happy to allow you access, free of charge.

I don't know where people are getting these numbers from but it doesn't say it stacks 10% each time, and its only a chance, not guaranteed every time, lots of times you might have already lost the shield facing before it stacks enough. Yes it is an improvement over my maco mk xii but its not light years ahead of it like some say it is.

Offense has also been boosted a lot lately to with people stacking the new romulan console and crit bonus passive with the tachykinetic and borg consoles and weapons with crit mods, these stronger shields are the only way to survive these crit builds, and against people spamming all these endless waves of new plasma torps at you.

pve- 2 hits a second

pvp- between 8 and 32 hits a second

this will forever be a problem with hit based things like the placate, shield stacks, procs, everything. for the pve'ers the 50% chance to gain a stack would be crippling, and in pvp it would make no difference at all.

2% or 3% resistance per proc sounds about right. having resA and B is proboly still over the top with these. a 3rd cap mod or mods for the maco, omega, or KHG special would probably be better, and make this fleet stuff a true replacement for stf gear. like the omega engine boost, maco energy absorb, and though i hate to say it the khg placate.

All i have to say is i look at combat logs on elite shield players and all i ever see them use is 1 type of shield heal like tss1 or eps1 and thats it period nothing else ,I'm in kerret doing mass testing and 5 level 50 ships with all top end weapons fire at 1 elite shield ship and not 1 of us with all are tray abilities do nothing to his shields and that allows this player which is nameless puts everything into weapons damage and speed only which makes his ship harder to hit as well as he hass max weeps power available also ? does that seem fair by the numbers how ever you do the math , don't think so !! and yes there suppossed to be the best shields but bugged shields isn't they way it was intended for sure, just error by testing it not thoroughly enough before putting them out there. yeah if i had em i'd be happy but i'd know its just plain not fair also !! I run best gear and best weps and all high level equiptment plus tetryon types and do nothing to these shields what so ever in combat ? its not right to not give all small fleets the same chances to get bugged shield like bigger fleets , atleast it should be fair for everyone not just the fleets with all reserves to get for months ahead of time untill these bugged shields obviously get fixed which they will just watch and see and for you guys that have them quit whinning please enjoy e'm till they get fixed lol

Are they the best shields currently attainable? Yes they are.
That is why they realy should be distinct with unique abilities.
I use them and still go down.Perhaps a little harder than with a different shield but i definitely loose shield integrity in battle and eventually go boom.Players that are using it are killable too.

The t4 passive was indeed an issue as killing and being killed was almost impossible.
Now that it was fixed i realy see no issue whatsoever with the Elite Fleet Shields.

I'm not used to whine too much in this forums; however, I shall agree with cryox1 about Fleet shields. Fleet contents costs huge amounts of resources and in-game currencies since the whole Starbase and Embassy concepts were developed as sinks for resources. As conseguence, the items, weapons, DOFFs, Ships, etc. available from Fleet Stores must be the TOP of TOP available in-game (even superior to items, weapons, etc...available from Reputation stores)! So, if a No-Fleet weapons/shields/etc player came against a player equipped with Fleet weapons/shields/etc the No-Fleet guy SHALL be OPed by the Fleet one (in reality this should not be intended as a faulty game mechanics but simply because of superior firepower)! The frame of mind the same of PowerPlayers around scores of RPGs around the world, in Nation-building & Geopolitical RPGs is called the "Patrol Boat Syndrome"...since players with Navies composed of a bunch of patrol boats armed only with MGs always complains about their failure to wholly destroy an opponent CVBG or Combined Fleet!!!
PowerPlayers should have no place here!!

Dear archoncryptic & fellows DEVs,

i really appreciate your listing to community mouths however, the real reason i don't like to much playing PvP is the costant nerfing of weapons/shields/consoles/etc that you do following a lot of whining from PowerPlayers. I can understand sometime bugs can really OP some players...just as some passive skills from Personal Reputation did. However, things bought from exclusive stores like the Fleet & Embassy stores shouldn't be nerfed to address complains from Players who are not willing to invest dilithium & fleet marks into!
What killed & is still killing PvP is the constant nerfing you're doing to weapons/shields/consoles/etc!

Just because something takes time to get, doesn't mean it should be ridiculously unbalanced.

And by looking at the initial test numbers, it looks like the shield will still be good. It just won't be stupidly good like it is now.
