A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
Whilst playing the story lines I've always loved Boarding Parties. Watching them stop fire, stop moving or watching their shields drop always makes me smile.
Endgame, specifically against the Borg, I've not really noticed anything happening. One of my favourite toys all of a sudden appears broken as soon as you reach endgame.
Do the Borg Tac Team immediately, are they immune to it or was Boarding Party never really good in the first place?
They do work on the Borg, but from my own experience it doesn't last more than 1-2 seconds. Still, that can be usefull if you are trying to take down a cube quickly.
And going against illcadia, i've found them to be great use. Whilst not a serious PvP'r, i have the occasional skirmish against freinds, and one of my fleeties has a Multi-Vector, Spamming him with bording partys, watching his engines/shields stop working to then blast him with torps/cannon fire is hillarious.
Even if they were on their own kinda-sorta useful, there are so many other engineering powers of much greater use (extend shields, RSP, EWP, EPTx, aux2anything, heck even Aceton Field for the debuff) that there should never be room to equip it.

What's hillarious is that your friend is in an Escort and somehow is not using 2 copies of Tac Team.
If he did, it would quickly show you how terrible a power it is.

No. Whats hilarious is that you think you're right.
That being said I wouldn't use them against the Borg outside of POSSIBLY the Hive. Ships one and Two show offline stats so you could try it and watch and see. All other borg mobs tend to die very fast, and plain objects what systems do they even have to effect? None pretty much.
Most NPCs and the Borg don't use TT, so BP can be effective against them. Against players not so much. It's a good way to distract one set of BFAW and maybe a TS. But against Borg boss class enemies, like Tac Cubes and Gateways, it can be amusingly effective. Also works pretty well on Donatra. Can also be useful on the cubes that spawn in KASE. Also highly amusing against the assimilated carrier. But it's more amusing than effective really. I would personally take an ES3, ET3, or EPtS3.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
