Ok this is my idea so far
first: I think the vesta (as every other sci ship) gives its best on a sci character. However being itself a sci ship/escort hybrid it should be really nice on a tac too
This said, let's get deep into the build
PvE Setup
the first thing I've noticed is you're using torpedoes. Forget that.
Torpedoes are useless on a ship like this and using them you have an awful loss of DPS.
So that's what you should be using:
Front: AUX DHCs x3

Rear: one phaser beam array and 2 tricobalt mine launchers

Lieutenant-Commander universal (tactical): Tactical team 1/Cannon scatter volley 1/Dispersal pattern Beta 2

Lieutenant Tactical: Tactical Team 1/Cannon scatter volley 1

Lieutenant Engineering: Emergency power to shields 1/Auxiliary to structural 1

Ensign Universal (Science): Hazard Emitters 1

Commander Science: Transfer Shield strenght 1/Hazard emitters 2/Transfer Shield Strenght 3/Gravity well 3

Tactical consoles: 3x Phaser Relay; 1x TCD subspace infuser
Engineering consoles: 1x Monotanium alloy (protect you against kinetic dmg); 1x Neutronium/Electroceramic (the electroceramic gives plasma resistance)
Science consoles: the quantum phaser (if you want); assimilated module (even without the KCB is still a great console); 2x field generator or 1x field generator and 1x particle generator

Now please be careful: use the tricos in STFs or other PvE content only. PvP players define these mines broken (and tbh they ARE, I totally agree with them), as for the cluster torp, so I think if you want to be a fair pvp player give a look to the PvP setup.
Then the little beam array. If you're about to do a wide use of your heals the cmdr and ens universal slot you'll take advantage of your aux dhcs and put max auxiliary. This will give a huge boost to your heals and resistance skills but you'll do great damage as your cannons will be powered from aux
Then, the little beam array. You'll take advantage of that using your beam target to abilities when shooting at large targets like the tac cube on Infected: put your ship to the top of it, fire simultaneously trico mines, aux cannons and the beam with beam target shields. With some practice you'll be able to do nice damage (not like an escort but a lot more than any other cruiser/normal sci ship thanks both to the aux dhcs and your personal skills) but you will be able to tank alone the tac cube and keeping your teammates clear from these dirty plasma fires , and btw when you're doing khitomer, replace the peregrines with the danubes if you're going to take probes (yes you can with this ship with no worries).
PvP
here just replace the trico mines with chronitons (transphasic if you're doing 1vs1) and slot the proper dmg type console. Also, replace HE1 and TSS1 with Tractor beam 1 and polarize hull 1. Maybe you should ask an expert more hints about the consoles to use. Then give a read to this guide http://hilbertguide.com/ if you hadn't already done that.

I did the 2x tric mine thing for a while. I love it on my MV in beta vector. I've hated it on just about everything else. YMMV. I will say it is one of the best setups for using the aux cannons.

If someone isn't using the Vesta Aux Cannons and Vesta consoles, what is the point in flying a Vesta in the first place? For DDB/Beam/regular DHC/kinetic builds it's more effective to use Fleet versions of the Nebula, MVAE, Science Retrofit, DSSV or Recon ships. Those usually have better Boff, Turn Tate, Bonus Power, Console, and Weapon slots for those builds.

My PVE-Vesta build looks something like this:

Tac: 2x TT1, 2x CRF1, 1x APO

Sci: Polarize 1, HE1, TSS2, Tractor3, GravWell3

Eng: EPA, RevPol,

Front: 3x Aux
Rear: 2x Phaser Turret, 1x Kinetic Beam

TacConsole: 3x Phaser, 1x Vesta console*
SciConsole: 3x ParticleGen, 1x Vesta console*
EngConsole: 1x Armour*, 1x universal console*

I simply run all power to aux, point the ship at the enemy and let go. No real need to change power levels in PVE, Runabout/Tractor/Gravwell will hold them in place, EPA boosts Aux Cannon dmg and - in combination with Aux batteries - repairs disabled aux systems. The high levels in Aux also gives you a nice recharge rate on the hangar. As someone else has mentioned in a parallel thread: It's nice for lazy people.

*I usually change those consoles depending on the encounter. I have the Borg, Point Defense, Isometric, AM Spread, EPM, GravPulse, Subspace Jump and Theta Rad in my inventory on most of my chars.

I'm going to throw a completely radical idea in here, I have tested this build and it works brilliantly:

Aft: 2x Beam array, 1 torp

Equipment
Full MACO/Borg/Combo/Aegis (Aegis presently untested, best known results from full MACO)

Consoles
Of your choice

Boffs
LTC Tac: TT1, FAW2, AP:B2
LT Tac: TT1, BO2/HYT2/TS2
LT Eng: EPtS1, Aux2SIF1
Ens Eng: EPtS1/EPtW1 (If you have 3 purple damage control engineers)
CMDR Sci: PH1, TSS2, HE3, GW2/3/TR3

Doffs
3 Purple Damage control engineers (If you can afford them), other than that it's your choice

Power presets
Weapons: 100
Shields: 25
Engines: 25
Aux: 50

This build does the following purposes: DPS, Tank, Team healer, Crowd control in that order. You will need the DCE doffs to get the most from it but even without them it will deal with almost anything the game has to throw at it.

A Tac in my build has enough power to demolish elite cubes and heal others while at it.
An Eng would have that power and some
Oh and a Sci can use it to its fullest as they can weaken targets so their team can turn things to spacedust even fater as well as doing what the eng can do with it

I really don't see this doing much damage. Your Tac weapon modifiers only effect 2-4 of your weapons at one time, GravWell won't be doing much with 50 Aux and with your setup, you'll have at least 2 weapons which won't be pointing towards your target.

Also, to pick up one of the points from my previous post: Why spend 2500 Zen to buy a Vesta for a build like that?

Given the number of fairly lengthy posts in the thread so far, I'll try to keep it short and sweet:

My biggest concern for your build.. is your power levels. Vesta is a science ship and therefor benefits greatly from catering towards Aux power.

With Aux DHCs, you can bypass the need to put any power into weapons, period. The vesta makes an excellent kinetic ship, load it up with torpedos and mines, save all that power for aux, shield and engines(in that order).

Furthermore with all the Aux power you 'should' be swimming in, you'll find yourself more than capable of keeping yourself alive with active heals.. while throwing down very potent debuffs and control abilities. Two, alternating, TTs(Tactical Team), EPtS(Emergency Power to Shields) and TSS(Transfer Shield Strength) will keep you alive for a very long time. Hazard Emitters will patch up bleedthrough hull damage and plasma burns. Plus, all but one of those abilities can be used to keep other ships around you alive.

One last note, swap out that Paratrinic Shield for a Regen Shield. Science ships naturally get a high shield modifier, so high cap shields are redundant. Furthermore, the high shield power you'll be running will make that extra regen even sweeter. If you still want a larger shield cap, you can use the abundant science console slots to bump that up.

because there is a chance, when one comes to his/her senses, he/she can fly it to be actually useful in PVE

i got the 3 pack vesta and so i have the 3 consoles and 3 purple xii heavy phaser dual cannons{the aux ones} the rest i s standard stacked neutronium borg cutting beam and phaser turrets . i use tykens rift and gravity well 3 with aft5ershock gravity well doff assigned and with the 3 consoles u can heal ur whole team then 20 sec later shield bubble like a paladin on wow and heal up while ur invincible im an engineer and dont normally care for sci vessles ut ti use mine more than i usemy dread:}
