Ok, having taken some advice from here and used bits from a build on the pvp forums I now have the following:

Weapons
Fore: 3 Adv Fleet Polaron DHC [Dmg]x3 [Acc], Mk XII Quantum torp [Borg]
Aft: 2 Mk XII Polaron turret Mk XII [Acc] [CrtH] [Dmg], Mk XII Quantum torp [Borg]

Equipment
Full MACO Mk XII

Consoles
Eng: 2x RCS Mk XI (Blue), Neutronium Mk XI (Blue)
Sci: Borg, Field gen Mk XI (Blue)
Tac: Quantum torp console, 3x Polaron console

Boffs
CMDR Tac: TT1, CSV1, HYT3, AP:O3
LTC Tac: TS1, CRF1, AP:O1
LT Eng: EPtS1, Aux2SIF1
Ens Eng: EPtS1
LT Sci: HE1, TSS2

Doffs
2x Conn (TT), Conn (Evasives), 2x Projectile (All blue)

Power levels
Weapons:125+/100
Shields: 60/30
Engines: 50/40

I am however debating the second RCS...

So you basically ignored the advice given to you by both myself and bareel, and in fact gimped your build.

Well done.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.

Not quite, no, In fact I have noticed a large improvement in the ships performance, as stated I am debating the second RCS (reference DDIS's escort build in the pvp forums) and the MACO engines are running at the highest bonus giving power level, the shields hold up well and thanks to the extra little bit of aux power the healing is quite good also. All in all the survivability if far higher than the Omega set and the RCS consoles make up for the lost turn rate allowing me the same good target uptime, the extra power flow when attacked also plays in my favour.
Basically I did analyse all three sources and took the best from each while allowing for my playing enjoyment, there is after-all no point in playing something you don't enjoy, or have I missed the point of a game here?

I'm afraid I see no point in spending a useful buff to run 2 copies of something I can cycle, I would see that as gimping my build, I will continue to play with that second eng console slot to see if I can get another resistance console in there without losing too much target uptime, if I can't I wait for the fleet version of the ship.

The Conn Doffs are fine more for the +attack pattern than anything else but I must say. Also this is PvE perspective PvP is a different style where different things work better than others.

I still do not see attack pattern beta in the build. You have the ability to increase all damage from your team against your target hull by around 30-40%+ and are not using it. I view that like I do a Science Vessel that lacks Gravity Well and/or TBR. Or a cruiser that uses -Threat consoles. A waste. Attack Pattern Beta in most STFs will be responsible for more damage than entire ships.

In most ESTFs your Eng Cruiser would have increased overall team DPS by more than this escort by virtue of the Attack Pattern Beta II it carries on a good team. If you want this to fly in PvP as well simply train one of your tacs in APB3 and swap them around depending on content you are doing.

Have you ever seen what happens when an enemy hits around -60-70 % resist? Have you ever seen a gate melt as fast as a sphere? That is the power of APB, Sensor Scan, and FoMM at work.

Ok. The third turret is staying as is the second RCS, I'll experiment with the polaron/quantum consoles before I come to a final decision there and despite my enjoyment of only being vulnerable to tractors for 1/3 of the time I'm alive I'll give AP:B a go... provided I can train it
