On ESD, go to the ship requisition area. on the lower level, near the big window, go to the left desk. There'll be two vendors, one for dilithium and one for energy credits. The energy credit one will have what you need. I regularly hit them for starbase projects.

EC vendor in the shipyard area should have them I believe.
