and my computer is a windows 7 home prem, intel i7 ,nvidia gt425m 1gb , 4gb ddr3 im no gd at these things but i love sto and would be a shame to have to give it up thank you

it keeps doing it off and on i have to play on low graphics just so its palyable but it still does it just not as bad and my computer is more than capable

Specs of your PC don't have much to do with latency. The bolded hop I've highlighted on your trace has been rather problematic over the last few months.

To add to the previous poster:

It's true, cogentco has been identified as a problem child in the world of ISP's. Unfortunately there's absolutely nothing that can be done about it shy of contacting them and hoping they'll figure out what's really going on. Sadly, it's truly on their side.

Oh yeah! Before I forget, I've considered this issue and was thinking that perhaps if you setup a proxy server to go through before cogentco get's it's greasy hands all over your packets, you might be able to avoid all of this, at least until they pull their heads out that is LOL.

I'll also add to this that you make sure you're using the proxy for STO/CO only. If you play any other PWE games, well...they don't like proxies much. Could cause some account issues.

If you don't play any other PWE games besides STO, you'll be all right.

hey just an update after many attempts of various things ive solved the problem which was over heating and (advanced system care) i took care of both and i dont seem to get much lag anymore thanks for the help guys
