generally they said you need an escort because you are a tac, so its a nice stereotype. in the vesta as a tac you could be of extreme hlep in an stf, or space pve, even with my build (though the skills and some of the consoles might need to be changed)

Ahh i see, the trouble is being able to affrd the DHCs for it, they arnt cheap.... i only have around 3.4m EC and thank you, ill look at that.

I didnt say it was gonna be cheap but with a tac you should have a higher base dps than me, so you go to sb24 and gorn minefield, and you can get the first place and some easy money

also you can get creative with your setup, my particular build just works well enough, so you can aim for that if you want

Escorts are a lot more agile than the Vesta, and definitely can achieve more DPS (one really good person I know gets 12k from their escort and 8k from their Vesta, although admittedly they haven't had the Vesta very long). You can also get an escort an awful lot cheaper than you can get the Vesta, if you're going for the pack through dilithium at an exchange rate of 87 like I saw yesterday the Vesta would be 435,000 vs 120,000.

For STFs you can fly anything you want. You'll do more dps in an escort, tank more in a cruiser, control and gank more in a sci ship. Honestly its your preference. Tac and Sci captains have the most flexibility in STO.

Now as for builds there are many different options you could do. You could follow the Hilbert Guides for ship building or do something more niche. You don't have to use the cookie cutter molds to be successful but going off the reservation can be disastrous for a new player if you don't understand the ins and outs of the game dynamics.

Without more information as to what you want to do, example high dps or area control or team support, and how you would like to accomplish that it would be like throwing darts at a board blindfolded in terms of giving advice.

EM does NOT get you out of tractor beams, which is why Polarise hulls great if you get tractor teamed. But hey its your choice and I suggest you go with the abilites that are good for DPS and that all suite you the best.

If you can stand the BOff layout, I'd go with the Heavy Escort Carrier. I can't stand it, which is why I'm in a Vesta.

vesta can come pretty close to the escort dps (mine does 10k, and I am a sci), while having cc abilities, with the only real drawback being the turnrate

Keep in mind, you don't need to zoom straight to blue or purple weapons. Mk XI commons or greens work just fine and are a lot cheaper - I've seen some at 10K EC or less on the exchange. Which is not to say that you shouldn't GET better weapons eventually, but everyone has to start somewhere, and you could do far worse.
