I was really excited when I saw the Romulan BOFFS in the Embassy; abilities that increase Critical Hit in space! Was going to change my whole crew to boost passive placate. But then I heard the description is not entirely right, and maybe effects only cloaking.

Normally I would test this out on Tribble but I can't assign Boffs there for some reason so, please,....

Does anyone know what exactly the following do: Subterfuge, Covert Operative; as well as the difference between Basic and Superior?
