By using cannons I ensure that my bo3 only uses the romulan beam, and since the romulan beam has no energy drain I wont suffer a weapons power drop when I fire it. I also gain the hyperflux ability for using the full romulan rep set so I get a free bo power that also causes an increased damage resistance debuff.
With 2 rcs consoles I can get about 18 degrees a second in turn rate and since only the torpedos are under 180 degrees I could prety easily keep my weapons on target.

I don't think even 2 MK XII very rare RCS will get Excelsior to 18 degrees/sec. The RCS formula is:
(Base Turn Rate - 3) * RCS bonus percentage = RCS Accelerator bonus in degrees per second.
Apologies if I am incorrect, but I have assumed RCS on a cruiser (even the Excelsior) are a waste.
I would ditch both of them and get some Neutroniums. I would also ditch any copies of ET, which conflict with TT, and are made obsolete by Aux2SIF3 anyway.

nah with high enough skills you get close.
Each one nets me about 1.9-2.0 degrees a second on a base around 14.
And Im only using purple mk XI's

Maxxed skill points in Impulse Engines, some in Engine Power + 2 x purple Mk XII RCS Accelerators - got to run your Engine power level at a higher rate too I think to get the most turn rate - there's probably engines that could help too but I'm currently using the MACO Mk XII.
