That's because Cryptic made up the whole paired weapon thing, and used it as a substitute for the pulse/beam distinction. Of course, design has gone so modular now that there is little canonical reason that any ship could not use DHCs or DCs. I actually wouldn't be opposed to allowing all Fed ships to use DCs but restricting DHCs to keep the escorts, D'Kora, etc. a bit unique. It would add an interesting extra element of strategy to the whole thing.

why get a Nova for 2000 Zen in modules when you could get a Vesta?
This is sadly true. I have no reason to undock my nebula, my intrepid or my nova ever again, save for nostalga.

Rather theen adding cannons to the nova (which would be cool) what we need is a change that makes more ships viable again. I propose giving inate subsystem targeting to all fed ships as a minor buff to beam boats. Then giving all science ships an inate emergency power to aux 3 ability (in the way that klingon ships have built in cloaking devices and some small craft have built in abilities).

This change would give all science ships some of the advantage that an aux cannon build gives the vesta without compleetly steeling the vesta's trick.

The Federation never fielded casematte-style pulse weapons until the Defiant and canon-wise we've only ever seen them on her.
That there is disruptor which in the 23rd century had more of those as heavy weapons more so than torpedos. This was during 2240 to 2265 untill more ships stated appearig with photons and beam disruptors. Those ships could not cloak.

No a fleet Sci ship shouldn't use cannons as you won't have the dps of full Tac capt in an escort.

This wouldn't stop you from trying now does it just make sure they white so you can sell them.
