it's insane how easy it is to level I'm a hair from hitting 50 and I only picked the game up a few weeks ago and have like 70 hours played and I've not even been trying to level. I still consider myself a newb.

I can imagine that leveling again would be even faster knowing more of the ins and outs of the game. And I recon you could trade him any special doffs and boffs he had. plus any gear and EC's

For screenshots, you should need to do is save the costume at the tailor, then (if necessary) copy the costume to the other computer (find your Star Trek Online directory, then go to Live/screenshots/, the costume is saved to the computer as a screenshot titled Costume_Accountname_Charactername_stuff). I've never actually tried this myself, so I'm only mostly sure that this is how you do it.

To send over unbound gear (including unused Bridge Officer candidates and unequipped Duty Officers), go to a mail terminal (call the Azura or go to almost any hub--Earth Spacedock, Starfleet Academy, DS9, etc.--to access one) and then send a mail to his new @handle, then drag and drop the stuff into the little boxes at the bottom of the mail window.
