I was wondering if there was a cruiser with the following bridge officer layout:

Lieutenant Commander tactical
commander engineering
lieutenant engineering
lieutenant science
ensign science

basically the same as the Excelsior EXCEPT ensign SCIENCE instead of ensign engineer

if I had a cruiser like this it would be perfect!

more or less, yes. buy keys - sell them on exchange for about 1.5 million EC. 25 dollars may be not enough...galors go for more these days on the exchange.

you could also open 50 cardassian boxes..hope for the best. if you fail to get one you still have the lobi, maybe enough to get a 800 lobi ship and sell it on the exchange. lobi ships go for 70-80 million, and the rest out of the boxes also sells (more or less).

Buy master keys with your Zen, sell keys on exchange, [insert investment scheme involving buying and selling stuff on the exchange here], buy ship on exchange. 50-60 keys should do the trick.

Lockbox ships are exorbitantly expensive, if you consider it's an unreclaimable one-character unlock.
