Your killing your own DPS capabilities by running that RCS Accelerator instead of the Zero-Point Energy Conduit. And yes, the Zero-Point Energy Conduit is a universal console and thus can go in the engineering consoles slot. It does not need to be in the science consoles slot.
I want my turn rate as high as possible. If I am to out turn a Jem'Hadar or BoP, or at least match their turn rate, I can stay on their aft if they are the runner type. I can also swing around faster going in reverse, so I can beat my target to getting them in my fore arc. I've chased many escorts and BoP without them being able to shake me.

I'm fully aware that Zero-Point Energy Conduit. With all of the passive critical hit bonuses (Romulan T2 reputation passive, Romulan BOFFs), my critical hit is ~10%. 1.8% more isn't going to be that significant.

As for my DPS, it's pretty rare for someone to out-damage me in PvP or elite STFs.

I would recommend dumping the Mk X power insulator in favor of the ZPEC. Yes, plasma fire procs are nice, but at 2.5% activation rate, you will get more mileage out of the ZPEC.

I considered it. But, I got rid of my MACO set, which provided a decent boost to Power Insulators.

The power insulator console gives me more than the 2-piece MACO set in power insulators and gives me a plasma DOT proc (granted, it's not much damage). I hate being drained. And now that there are phaser polaron hybrids, I'm decided to keep the power insulator console.

The ZPEC has power-insulators as part of its stats:

+1.8 Power to all subsystems
+19.7 Starship Power Insulators
+1.8% Critical Chance

...sounds like a perfect fit!

The console hands down, one of the best in the game.

I was debating the same thing with my Engineering captain, running an anti-proton/chroniton torpedo set up and picked up the Console for the crit bonuses to go with the Chroniton Dual Beam Bank for the torpedo damage bonus(2 pieces gives you like 27% bonus to Chroniton dmg). With 5 Anti-proton beam arrays + the DBB, Chroniton Torpedo fore/aft, 3 purple torpedo recharge DOs, and Torp Spread 3 from the Jem'Hadar BO, you can do some ridiculous damage.

I don't know if it's good or not, but I was consistently getting crits with non-high yield torpedoes for 11-15k a pop.

AHA! That's what I was using when I was looking at my power insulator levels when swapping between the 2-piece MACO set, Embassy Power Insulators, and something else. Couldn't remember what I was comparing before, but you just reminded me it was the Zero-Point Energy Conduit.

The amount still isn't as great as the Embassy Power Insulators, but it is more than the 2-piece MACO set.

I think I'm reserving that console slot for either the Tier 3 console, or the next lobi store console in the next lock box (pattern seems to introduce new consoles with every other lock box), assuming it's something as amazing as the Tachyokinetic Converter or Assimilated Module.
